The New York State Energy Research and Development Authority (NYSERDA) has launched the Clean Heat for All: Packaged Terminal Heat Pump (PTHP) Program, to support improved efficiency and decarbonization in multifamily buildings. Through this program, NYSERDA will partner with heat pump manufacturers to develop and demonstrate high-efficiency, cold-climate PTHPs that will lower building emissions, reduce strain on New York’s electric grid and provide residents with improved control, comfort and indoor air quality.
PTHP products supported by the program will offer simple retrofit solutions that do not require extensive building envelope work or electrical infrastructure upgrades. These products will replace three common categories of existing room-based heating and cooling equipment:
- Standard Size Packaged Terminal Air Conditioning (PTAC)
- PTAC in Hydronic Cabinets
- Through-the-Wall Air Conditioning
Up to $1,250,000 per PTHP product is available for product development and field demonstration support.
- Product Development Grant Funding: Up to $250,000 is available to support new product development or modification of existing packaged terminal heat pump equipment.
- Demonstration Project Funding: Up to $1,000,000 is available to fund the demonstration of the new PTHP products in New York State multifamily buildings.
NYSERDA will host an in-person workshop series with events on January 7 and February 4, 2025 for interested manufacturers, building owners and technical advisors. To apply for funding through this program, manufacturers must submit a proposal by 3:00 p.m. ET on February 20, 2025.
NYSERDA will partner with property owners to host field demonstrations of new PTHP products. Multifamily building owners and operators can apply to become a demonstration partner starting in early 2025. Applications will be accepted on a rolling basis and qualified demonstration sites will be selected by awarded manufacturers from the pool of applicants.
