State Energy Security Plan Update from the U.S. Department of Energy - Governor’s Letter Guidance (State and Territory Energy Offices Only)

We encourage all State and Territory Energy Offices to join NASEO and the U.S. Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER) for a states only discussion of newly published guidance for the Governor’s Certification Letter in conjunction with the submission of the State Energy Security Plans (SESP). The Infrastructure Investment and Jobs Act (IIJA) requires all states and territories to have a SESP plan that fully addresses six Congressionally defined elements. Once DOE has determined that a state has fully addressed these six elements, states should conduct an annual review, and submit a Governor’s Certification letter to DOE by September 30 of each year until the sunset of this provision, October 31, 2025.
