On April 16, 2026, Governor Hochul announced the launch of the new Affordable Multifamily Program Upstate (AMP Up), which will be administered by the New York State Energy Research and Development Authority (NYSERDA). AMP Up is offering approximately$125 million in incentives funded in part by the New York State Public Service Commission’s 2025 Energy Efficiency and Building Electrification Order, a $1 billion annual commitment through 2030 to support building modernization work across New York. 

The new program will serve existing affordable multifamily housing in upstate New York, providing incentives per unit for the following upgrades: 

  • Appliance rebates (up to $400) – ENERGY STAR refrigerator replacements 
  • Prescriptive upgrades (up to $1,750) – hot water upgrades; HVAC steam pipes, insulation, and tune-ups; and temperature control equipment 
  • Weatherization upgrades (up to $2,500) – sealing/insulation and window replacements 
  • Electrification upgrades (up to $5,750) – heat pump water heaters and heat pumps for heating and cooling 
  • Deep retrofits (up to $6,750) – advanced ventilation with heat/energy recovery and envelope overcladding 
  • Resilience enhancements (incentives vary) – floodproofing for heat pumps, heat pump water heaters, and advanced ventilation; electrical panel elevation; electrification for heat vulnerable populations; and hurricane resistant windows 

Program incentives are offered through two separate pathways based on building type, with low-rise buildings (1-3 stories and maximum of 20 units) eligible for coverage up to 85 percent of project costs and large buildings (4+ stories or at least 21 units) eligible for coverage up to 70 percent of project costs.
