Delaware Passes Legislation Enabling a Commercial Property Assessed Clean Energy Program

On Wednesday, August 29, 2018, Delaware became the 35th state in the nation to pass legislation enabling the creation of a Commercial Property Assessed Clean Energy (C-PACE) program. The bill, one of 35 signed by Governor John Carney over a two-day period, authorized the creation of a C-PACE program and called for the state’s Sustainable Energy Utility (DESEU) to establish and administer the program. Governor Carney praised passage of the bill: “By offering another method of financing for energy efficiency projects, PACE will help Delaware further our goals to improve economic development, lower energy costs and reduce greenhouse emissions.”

The next step in Delaware’s PACE journey is for the DESEU to begin the development of a statewide program.  Qualifying projects under the DESEU’s program could be financed either directly through the SEU or through other financial institutions.
