Multi-State Residential Retrofit and Energy Labeling Pilot

As part of a 2010 U.S. State Energy Program competitive award, NASEO worked with energy offices from four states - Alabama, Massachusetts, Virginia, and Washington - on a residential retrofit pilot program.  Each of the states utilized a variety of strategies, including energy labels, innovative marketing approaches, financial incentives, and workforce development, to facilitate homeowner investments in residential energy efficiency upgrades.

Process Evaluation Report and Webinar

The Cadmus Group worked with NASEO and the four states to design and implement a process evaluation for the multi-state project.  The evaluation included interviews with program implementers, participating homeowners, contractors, real estate professionals, and appraisers.  See below for the Executive Summary and full version of the report:

Cadmus conducted the project’s process evaluation.

Earth Advantage worked with the four states and program implementers on the energy labeling component of the program.

Southeast Energy Efficiency Alliance (SEEA) provided project management for the Alabama and Virginia programs.

U.S. Department of Energy (DOE) funded the project, which joined the Better Buildings Neighborhood Program.  DOE now manages the Better Buildings Residential Network.
