President's FY 2014 Budget Request: DOE and EPA Details

President Obama released his FY 2014 budget request today, Wednesday, April 10, 2013.  Following the announcement, U.S. Department of Energy Deputy Secretary Daniel Poneman detailed the President's $28.4 billion request for DOE

“The United States faces one of the greatest challenges ahead, the opportunity to lead the global clean energy race.  We must continue to out-innovate, out-educate and out-build the rest of the world to meet this challenge,” said Deputy Secretary Poneman.  “This budget reflects strong commitments to fiscal responsibility and shared sacrifice, while embracing the President’s all-of-the-above energy strategy which expands both oil and gas production and investments in new clean energy technologies, while advancing our national security.”  Continuing the President’s “all-of-the-above” strategy on energy, the FY’14 budget encourages investment in clean energy research and development, promotes the safe production of natural gas, initiates a Race-to-the-Top challenge to cut energy waste and modernize the grid, creates an Energy Security Trust to fund research to reduce oil dependence, and makes permanent the tax credit for renewable energy production.

Of particular interest to the State and Territory Energy Offices are the following DOE budget items:

  • $2.8 billion request for the Office of Energy Efficiency and Renewable Energy
  • $248 million request for Weatherization and Intergovernmental Program
  • $57 million request for the State Energy Program
  • $184 million request for the Weatherization Assistance Program
  • $575 million request for Vehicle Technologies
  • $365 million request for Advanced Manufacturing
  • $357 million request for Solar Energy
  • $300 million request for Building Technologies
  • $282 million request for Biomass and Biorefinery Systems R&D
  • $248 million request for Weatherization and Intergovernmental Program
  • $144 million request for Wind Energy
  • $100 million request for Hydrogen Technology
  • $60 million request for Geothermal Technology
  • $55 million request for Water Power
  • $36 million request for Federal Energy Management Program
  • $153 million request for the Office of Electricity and Energy Reliability
  • $421 million request for the Office of Fossil Energy
  • $117 million request for the U.S. Energy Administration
  • $379 million request for the Advanced Research Projects Agency-Energy

In comparison, the President’s SEP request in FY’13 was $49 million.  The WAP FY’13 request was $135.7 million.

NASEO prepared a summary table that compares the FY’14 budget request to previous years under the Office of Energy Efficiency and Renewable Energy, Office of Electricity Delivery and Energy Reliability, and ARPA-e, among other programs.

The Administration proposed a budget of $8.153 billion for the U.S. Environmental Protection Agency (EPA).  This request is $296 million below the EPA’s budget for FY’12.
