NASEO, NARUC, NACAA Adopt “EMV Preamble” for EPA

Last week, the National Association of State Energy Officials (NASEO), National Association of Regulatory Utility Commissioners (NARUC), and National Association of Clean Air Agencies (NACAA) adopted suggested “Evaluation, Measurement, and Verification (EMV) Preamble Language” for the U.S. Environmental Protection Agency’s (EPA) consideration in integrating energy efficiency as a compliance option for meeting the pending existing power plant GHG emissions standard under section 111(d) of the Clean Air Act.  The so-called “3N” groups have engaged in various energy-air policy discussions over the last decade and more recently began to focus on integration of energy efficiency and the pending 111(d) draft rule.  The respective organizations’ Boards approved the attached preamble document last week. EPA has indicated that they plan on issuing the draft 111(d) guidance in June of 2014.
