The Energy Security Committee provides a forum for discussing energy data collection and analysis issues and energy assurance.   Energy Assurance involves both responding to energy supply disruptions and, in the longer term, working to enhance the resiliency of energy infrastructure.  The committee is responsible for cyber-security as part of its energy assurance efforts.   It also sponsors the state energy office participation in the Energy Emergency Assurance Coordinators, which are the state point of contacts in an energy emergency.

The committee also supports state efforts in the area of energy data and analysis.

The committee collaborates with relevant federal partners and industry stakeholders to assist states in carrying out their responsibilities as state energy data repositories, providing technical assistance to other state government agencies, and energy assurance planning and preparedness.  Enhanced intra-state and inter-state coordination as well as greater communication between the public and private sectors are pervasive themes throughout the committee’s work.

Assessing Regional Transportation Fuel Supply Shortages and Consequences

The California Energy Commission (CEC) and National Association of State Energy Officials (NASEO) hosted an Emergency Fuel Coordination Meeting for Western states and industry partners on September 28 - 30, 2016, in Sacramento, CA. This meeting was a unique opportunity for state and industry partners in the West to work towards the development of more coordinated, detailed, and effective energy emergency response plans. Jeff Pillon, NASEO’s Director of Energy Assurance, discussed information sharing among public and private sector partners in an emergency event as well as the likely impacts from catastrophic events which could lead to regional transportation fuel supply shortages in the Western region and how states should enhance their risk assessment capabilities to assist their planning and response efforts.

Integrating Alternative Fuel Vehicles in Energy Assurance Planning: Information, Examples, and Data Resources to Guide States

This report covers Federal Motor Carrier safety issues that can arise during energy emergencies, such as driver hours waivers. It includes a set of frequently asked questions, a draft executive order for adaptation by states, and suggested implementation steps and contains updated material to reflect regulatory changes to the Federal Motor Carrier Safety Regulations (FMCSR) as directed by the Reliable Home Heating Act which was signed into law
on June 30, 2014.

Under provision of the Consolidated and Further Continuing Appropriations Act, 2015, enacted December 16, 2014, FMCSA has suspended the requirements regarding the restart of a driver’s 60- or 70-hour limit that  drivers were required to comply with beginning July 1, 2013.  For further information see:
